The Commission for Protection against Discrimination was established in 2005 by the National Assembly of the Republic of Bulgaria. Based in Sofia, it also acts as a national contact point on hate crimes with the Organization for Security and Co-operation in Europe, and is accredited as a national human rights institution by the United Nations. The nine members of the Commission are in charge of cases related to hate speech, Discrimination and equality.

The two rooms were equipped with a total of 25 DC5980P discussion units, 25 GM5924 goose neck microphones, a central DIS-CCU control unit and amplifiers. This Shure kit is accompanied by third-party speakers and audio recorder.
